Managing the process of PCR Sampling at the Rafic Hariri International Airport of Beirut and at the Lebanese borders.

Background: Before the 10th of January 2022, the passengers coming to Lebanon would pay 50 USD per PCR test with the ticket to the airline agencies. The money collected by the agencies was transferred to the Lebanese University at the dollar rate, and in July when the university asked for the money to be transferred in fresh dollars, the agencies ceased to transfer the money. Till 9 January 2022, the amount still held by the traveling agencies is more than 50 million fresh dollars.

The objective behind the inclusion of Oummal in this project was to put an end to the payment of the test to the traveling agencies and to make sure it gets transferred to the Lebanese University and the state’s treasury in fresh dollars.

In December 2021 and before the holidays, the Ministry of Public Health assigned Oummal to manage the operation of PCR Sampling at the Airport of Beirut and at the open borders. As of the 9th of December, Oummal started testing some designed structure simulations at the airport to suit the newly adopted procedure in which the passenger fills and MoPH Pass application designed by ESRI before the departure and pays for the PCR test by credit card through the financial portal, and upon arrival to Lebanon, a data officer checks the passenger’s information by scanning a QR code, a medical assistant does the swabbing, and the test tubes are sent to the laboratories of the Lebanese University for RNA extraction, PCR testing and results analysis.

The structure designed by Oummal was based on separators that created lanes enhancing the privacy and the protection of the team and the passenger and fastening the work flow.

In the airport and at the borders, Oummal has kept on the employees of the Lebanese University already present and has assessed them and trained them on their assigned roles in the employment contract and increased their salaries and benefits accordingly. Other than the data officers and the medical assistant, the roles of the monitoring usher who queues the passengers and keeps an eye on the work, and the general supervisor who supervises the employees and coordinated with the present parties were required.

Oummal was also in charge of the contact center responsible for receiving and handling the inquiries, grievances and for reporting refund requests to the financial portal to process it.

A memorandum of understanding was signed between the partners and Oummal, so that the amount paid to the financial portal is transferred to the account of Oummal then to the accounts of the Lebanese University (15$ per test), the MoPH (5$ per test) and the general directorate (2.5$ per test) and Oummal would keep in its account (7.5$ per test) to cover the operational cost and the salaries of the employees and any amount left was to be spent on projects in the healthcare sector in coordination with the MoPH. However, due to the decision of the accountancy diwan the financial portal directly transferred the amount to the treasury of the state and not to the account of Oummal. Following this procedure, this project cashed in the treasury of the state 6 million dollars while the 50 million dollars are still with the airline agencies.
